DETROIT CONSTRUCTION STAFFING REQUIREMENTS

On November 1, 2007, Executive Order 2007-1 went into effect, changing the requirements for construction contracts funded by the City of Detroit. Pursuant to Executive Order 2007-1, construction contracts funded, in whole or in part, by the City of Detroit now require that 51% of the workforce be bona fide Detroit residents. This Order also requires that 51% of all hours worked on the project must be performed by bona fide Detroit residents.

The 51% workforce and project hours include persons working on the project as tradesman, craft workers, operators, laborers, office and clerical workers, service workers, apprentices, officials, supervisors, foreman, salespeople, managers, professionals, and persons receiving on-the-job training. Thus, both the typical white-collar and blue-collar positions are considered toward the 51% workforce and project hours on City of Detroit construction contracts.
